Since its establishment in 1996, SUPPORT Nepal has been implementing development works based on the need and rights of minority groups of Terai districts of southern part of Nepal.

1. Project Name:       Ensuring Inclusion of Minority Rights Provisions in New Nepali Constitution (Feb 09-March 10)

 

Key services provided:

  1. Status of minority groups in Nepal was analyzed and findings and recommendations were published in, Nepalese Minority Groups; Struggle for Identity and Representation.
  2. Training manual, Minority Rights and Advocacy Skills, was published prior to conducting regional level training to 210 minority rights activists representing 19 Terai districts. Seven 4-day training were organized to strengthen their capacity in advocating minority issues and in participating meaningfully in the constitution making process.
  3. Seven regional level networks of minority organizations were formed representing Dalits, Madheshi, women, religious and linguistic groups from 19 Terai districts. 210 organizations were included in 7 regional minority networks. Network members organized various activities to raise awareness on minority issues, create pressure at policy makers and build consensus among different minority groups on the issues to be incorporated in the new constitution.
  4. 19 district-level and 7 regional level workshops were organized by the network members to discuss minority issues and provide feedback on first draft of the MMCRPC under the CA. Besides, street drama, signature campaigns and rally was organized in 13 out of 19 project districts to raise awareness on minority issues and constitution making process in Nepal. More than 6086 people directly participated and benefitted from these activities planned under advocacy campaigns.
  5. 140 public discussions were made in rural areas of 19 Terai districts mostly isolated and remote from district headquarters. The discussions were very effective in identifying minority issues, which led in production of 140 episodes of radio program bringing 160 CA members from the concerned constituencies expressing their commitment to lobby the issues in relevant committee of the CA.
  6. A national workshop was organized at Dhulikhel on 26-28 March 2010 with 68 participants from various fields. Minority rights activists from 19 Terai districts spent ample amount of time and efforts in discussing issues of minorities and required actions to promote minority rights with 14 CA members and 18 journalists. Consensus was made over common issues of minority groups which was translated in the language of feedback on first draft of the MMCRPC. 16-point National Declaration of Minorities was issued on March 28, 2010 which was later handed over to the Speaker of the CA, Rt. Subhash Chandra Nembang. Various political parties including U-CPN Maoist, Nepali Congress and CPN-UML attended the hand over ceremony. Mr. Nembang assured to bring the issues to the concerned committee of the CA.
  7. 2500 copies of Issues of Minorities in New Nepali Constitution was published in Nepali and disseminated among CA members and other stakeholders of Nepal’s peace process. 
  8. Four quarterly newsletters, Minority Voice, were published disseminating information of project activities and minority rights issues.
  9. A video documentary, Constitution for Rights, was prepared covering Nepal’s peace process, issue of minority groups, emerging conflict among minority groups and radicalization of identity and rights-focused movement, and how EIMPNC activities contributed in bringing different groups together and built consensus and solidarity over issues to be incorporated in new constitution. Approximately 20-minute video documentary is in Nepali language with sub title in English.

2. Project Name:       Promoting Enterprise-based Solutions from SWM Management in Janakpur Municipality (Feb-Apr 10)

Key services provided:        

  1. 467 community members through 15 community committees were trained and mobilized for improving SWM management system at the community level and promoting green jobs.
  2. 314 Eco Club members trained and mobilized for raising awareness on environment issues including climate change.
  3. Public message on environmental issues produced and aired through local FM stations and print media.
  4. 401 community members, local government agencies representatives and political parties leaders participated in community awareness raising campaigns.
  5. Clean volunteers were trained and mobilized for keeping neighborhood clean by mobilizing local resources and technologies for solid waste collection, separation and disposal.
  6. Demonstration on waste-bio gas, community composting, bio-briquette, and vermin composting conducted at public sites to raise community awareness on waste as a resource. 
  7. Local youth clubs and entrepreneurs trained and provide with technical support to start waste-based enterprises.

3. Project Name:       Communities for Peace and Reintegration in Dhanusha (Aug 08-Sept 09)

Key services provided:        

  1. More than 1230 CSOs trained and mobilized for promoting peace at the community level.
  2. Approximately 600 signatures collected and were handed over to the President of Nepal, Rt. Honorable Dr. Ram Baran Yadav. He assured about raising the concerns as mentioned in the campaign to the concerned officials such as the Ministry for Peace and Reconstruction (MoPR) and National Human Rights Commission (NHRC).
  3. Approximately 2000 people participated in various peace campaigns through rally and other activities of International Peace Day.
  4. 10 VDCs population were provided with information and documents about rights issues, constituent assembly, and other key services being provided by various service providers at the district level.
  5. Registration of conflict victims at the local administration, compilation and availability of VDC Offices’ Citizen Charter/s at the peace centers, health, school and other services and the name and contact details of the these providers at the peace centers were contributed tremendously bridging the information gap at the local level. More than 2190 persons were outreached through the mobile CPC and 1200 rural population visited the CPC during project period.
  6. The project also facilitated the issuance of 187 citizenship, 64 birth and 91 marriage certificates inside the project VDCs.
  7. 90 sessions of ward level meetings were held in 10 project VDCs that led to the formation of 10 Community Action Group (CAG). 1329 persons were involved in implementing micro projects benefiting more than 10000 rural populations.
  8. Detail information about 139 persons killed during armed conflict in Nepal were collected and verified. After verification and registration, family members of 139 persons killed during armed conflict received compensation package from the MoPR.
  9. 96 conflict victims were provided with micro grants to start their own micro enterprises.
  10. 10 rural schools were provided with technical and financial support to improve their education facilities and teaching environment. 191 children affected by the conflict were provided with scholarship support/material support.
  11. 10 rural health posts were provided with technical and financial support to improve their health service delivery facilities. The project contributed to improve the life standard of more than 9421 rural populations directly from the project activities and thousands others from improved education and health service delivery mechanisms and facilities.

4. Project Name:       Civic Education for Constituent Assembly Election (Aug 07-July 08)

Key services provided:        

  1. Training manual on Voter Education for Constituent Assembly election prepared in Nepali and Maithili.
  2. Training to 2250 people representing political parties, human rights organizations, professional organizations, student unions, trade unions, and journalists.
  3. Monitoring of the Constituent Assembly election in Dhanusha.

5. Project Name:       Promoting Voices of voice-less for conflict-resolution and Empowerment (Feb-May 2008)

Key services provided:        

  1. 16 issues, concerns, demands of the people identified, raised, discussed and promoted among 2916 people representing academia, human rights defenders, politicians, intellectuals and the community members.
  2. Issues of the conflict victims widely heard, and facilitated to be addressed with concerned authorities and representatives of the Constituent Assembly election.
  3. Issues, demands, concerns raised were documented and disseminated/circulated for wider coverage/influence and replication. 1000 stickers, 1000 audio files and 1000 booklets were designed, published and disseminated to civil society, conflict victims, human rights activists, media, RLG members, CA members and the rural population.

6. Project Name:       Advocacy Campaign on UN SCR 1325 in Terai (Sept 07-Jan 08)

Key services provided:        

a.       Advocacy kit for Media’s Role in Promoting UN SCR 1325 developed and 210 media persons trained in seven districts of Eastern and Central Terai.

b.      Information leaflet on UN SCR 1325 designed and published in Nepali.

c.       Master ToT manual was designed, published in Nepali and 239 women rights activists trained.

d.      Action Plan on The Women of Terai in Peace Process was prepared and published in English, Maithili and Nepali.

7. Project Name:       Action for Peace and Reconciliation of Conflict Victims (Aug-Dec 2007)

Key services provided:        

  1. Training manual for Capacity Building of Local Peace Committee (LPC) Members developed and 20 LPC members of Dhanusha LPC trained.
  2. Formation of a common platform of conflict victims from both sides; state and rebellion, registration of their organization and capacity building training to the organizational members.
  3. Three year Strategy Plan on Peace and Reconstruction of Dhanusha District (2065-2067 BS) developed and published in Nepali.
  4. 10 episodes of radio programs produced and aired focused at peace and human rights issues related to conflict victims and LPCs.

8. Project Name:       Peace Campaign (March-October 2007)

Key services provided:        

a.       Identification and registration of 413 internally displaced persons with local administration.

b.      Developing guideline of IDPs’ voluntary return and facilitated return of 309 IDPs in Dhanusha.

c.       Local Labor Market Assessment was conducted and report published in English and Nepali.

d.      Training package on Human Rights Education developed, 28 schoolteachers trained.

e.       Training package on UN SCR 1325 developed and 24 women rights activists trained.

f.        Training package on Conflict Transformation and Peace Building developed and 30 CSOs and political parties representatives trained.

g.       Training package on Peace Journalism (Media and Peace building) developed and 30 media persons trained.

h.      Training package on Gender Equality and Social Inclusion (GESI) developed and 30 dalits, women and other socially excluded groups representatives trained.

i.        Communication Strategy for Media Campaign was developed and implemented in forming 24 radio listeners groups at the most conflict affected VDCs of Dhanusha district and production of weekly 52 episodes of radio programs on peace and constitution assembly election issues.

9. Project Name:       Facilitating Identification of Madheshi Issues & National level Dialogue (Apr-July 2007)

Key services provided:        

a.       Organization of 7 district level workshops in eastern and central Terai districts to identify common issues of Madhesh. Workshop material preparation and publication.

b.      Compilation of common social, cultural, political and economic issues of Madhesh, organization of national level workshop with state and non-stake stakeholders on Madhesh and publication of Issues of Madhesh in English and Maithili language.

10. Project Name:     Communities for Peace Program (Jan-Dec 06)

Key services provided:        

a)      Capacity building of 37 CSOs of Dhanusha on conflict resolution, negotiation, peace building etc. Development of training manual and workshop materials.

b)      Establishment of community peace centers and provided psychosocial counseling to more than 321 conflict affected internally displaced persons/youths.

c)      Organization of 21 peace focused activities benefitting more than 7561 peoples.

d)      Designed and provided vocational training to 53 youths and supported in linkage with job market.
